On July 5, China National People's Congress announced the full text of the 'Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes (Revised Draft)' (hereinafter referred to as the 'Draft'), and solicited opinions from July 5 to August 3.
The 'Draft' clarifies that the country gradually realizes zero import of solid waste, and the competent department of ecological environment under the State Council will organize the implementation with the relevant departments.
In July 2018, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes (Revised Draft) (Draft for Comment) stated that it was banned from importing solid waste.
Regarding the definition of solid waste, the draft published this time clarifies that solid waste refers to the solid or half that is lost in the production, living and other activities, or that has not been lost in use value but has been abandoned or abandoned. Solids and gaseous articles, substances placed in containers, and articles and substances that are incorporated into solid waste management as required by laws and administrative regulations. It is harmlessly processed and meets the mandatory national product quality standards, and will not endanger public health and ecological safety, or it is not classified as solid waste according to solid waste identification standards and identification procedures.
